City Planning staff started a study in 2015 on the north side of Bloor St. W. from St. George St. to Walmer Road. The purpose of this study was to prepare urban design and massing guidelines in response to development pressures in this area, particularly the application for a 42-storey residential building at 316 Bloor St. W. P+Z actively participated with other RAs in this study which followed the Bloor St. Corridor Visioning Study that ARA spearheaded several years ago. In early 2017, City Council passed Official Plan Amendment 365 that sets zoning and urban design policies for the Spadina Node. Concurrently, Council passed OPA 368 that applies height limits to Bloor St. to protect the viewshed of Knox College at One Spadina Road northwards from Spadina and College. Several property owners appealed both OPAs to LPAT. ARA is a registered Party supporting the City in both appeals. Mediation was attempted in early October 2018. LPAT then decided to hear the appeal on OPA 368 first in a full hearing in early 2019 and to subsequently consider the appeal on OPA 365. OPA 368's appeal was settled on 4 April 2019 at LPAT. It moves the viewpoints of the viewsheds from the southeast and southwest corners of College and Spadina to the northeast and northwest corners. This provides for 2.5 m greater height at NW corner of Bloor and Spadina over height called for in OPA 365, and 1.4 m greater height at NE corner of Blood and Spadina. The date for the LPAT hearing on OPA 365 was contingent on the outcome of the OPA 368 appeal, and is yet to be set.
