ARA engagement: P+Z was approached in early Summer 2018 by the owners of two properties on this strategic corner and gateway to the Annex. They are seeking to jointly develop a large mixed use development on the site and wanted to engage with ARA from the start of the project, before a program was finalized and a design drafted. P+Z proposed a pre-application Working Group to engage in structured dialogue on development potentials and community needs and possible concerns. Three working group meetings, along with HVRA and other stakeholders, were held in 2018. The last meeting ended in disagreement over heights; Working Group members agreed to postpone the next meeting until after the OPA 368 (Knox College viewshed) appeal at LPAT was heard in March, 2019. That appeal was settled on 4 April 2019 and provides for a maximum height of 114 meters on this site, based on the viewshed limits in OPA 368. The site is also governed by OPA 365 (Bloor Block from Walmer to St. George) which is also under appeal at LPAT and will be heard later in 2020. The owners of this site are one of several Appelants on OPA 365.
ARA has clearly indicated its willingness to continue the Working Group process on this development.
UPDATE: The 4th meeting of the Working Group was held in early December at which building height was established and updated designs shown. Height is as allowed by LPAT for OPA 368. Shadow studies and underground parking have still not been resolved. ARA asked for a final WG meeting once these had been finalized, but developer unlikely to hold another meeting. Application is pending early in 2020. Public meeting will follow later in the Spring, organized by Planning Department.
